It is definitely the heart of the city. Easy to get to with the subway from Palermo. It has amazing buildings and architecture. Plus, lots of history there...including a posibility of a tour of the "Casa Rosada", the equivalent of the "White House", except that the president does not reside there in Buenos Aires.
